The purpose of the Council is to advocate for, and strengthen leadership skills in, individuals with disabilities and their families. In addition, the Council collaborates with the legislature, public and private agencies that serve individuals with disabilities to strengthen the service system. The focus of all the activities of the Council are to promote consumer and family directed services that increase self-determination in individuals with disabilities and their families.

The mission of the Utah Developmental Disabilities Council is to be the state's leading source of critical innovative and progressive knowledge, advocacy, leadership and collaboration to enhance the life of individuals with developmental disabilities
